Steven has been a university lecturer for nearly 40 years. He has taught a range of economics, social science and business courses at all three South Australian public universities. He has also taught for a number of private universities locally and internationally, including Singapore, Malaysia, Hong Kong, Taiwan, India and the Peoples Republic of China. Steven has a Master of Arts in Development Studies from Flinders University. He was the first person to graduate from Flinders University with a professional doctorate, when he was awarded a Doctor of Education, in 2000, in educational policy and educational management. Steven also has a Doctor of Philosophy, in Economics, from the University of Adelaide, where he endeavoured to develop better measures of labour underutilisation. Steven comes from deep working-class roots and personally understands how education transforms lives. In addition to his academic and teaching roles, Steven also ran a successful consulting business.
